Abstract


Two recent policy emphases in Chinese school education are international education and psychological well-being of children. Since 2012, Shanghai Minhang District began piloting an American textbook series (translated in Chinese) “Health and Wellness†in elementary and middle schools. This paper examines contextual factors for program evaluation based on the summative assessment of Health and Wellness course adopted by 30 schools in Shanghai Minhang District in 2015. An interdisciplinary expert committee adopted a culturally sensitive and relevant approach to determine the needs of assessment and program evaluation. U.S. health education standards, U.N. health education standards and Chinese curriculum standards were studied closely to establish an international assessment framework. This study provides insight in establishing international assessment standards for program evaluation and experience in culturally relevant and valid score interpretation.
