Abstract


This reflective paper focuses on the advantages and challenges of (a) regulating the use of and standards for psychological tests nationally and (b) reviewing and refining such regulations. Three sources will be drawn on. First, literature pertaining to approaches relating to regulating psychological test use in some countries and the reasons for this will be reviewed. Second, examples of psychometric test standards and test review systems will be covered and discussed relative to their purpose.  Third, South Africa will be used as a case study of a country where psychological test use is under statutory control. That is, there are national laws and regulations that prescribe who may use psychological tests and even the types of psychological tests that the different categories of psychology professionals can use. South Africa also has procedures in place to review, certify and classify tests as being psychological since the mid-1970’s, which are currently being revised. Among the advantages of the South African system that will be reflected on are (a) the value of regulating test use and standards to overcome some of the impact that the Apartheid had on psychological testing in South Africa and (b) to create some uniformity of training across universities. Included among the challenges that will be reflected on are how to scale up the availability of culturally-relevant tests and to refine the review, certification and classification system. To address both these challenges requires managing the good will yet sometimes conflicting interests of the different stakeholder groups and navigating resource and capacity constraints. How South Africa is attempting to do this will be discussed. The paper will conclude with some general lessons learned from the literature and the South African case study related to good practices to regulate test use and institute a test review system.
